The Houlgate market is first of all a second-home market, which makes it sensitive to drivers different from those of a town of employment. Demand comes largely from Île-de-France, about two hours away by road, and concentrates on properties close to the sea wall and the centre. The limited number of building plots, the presence of the Vaches Noires cliff to the east and the protection of the holiday buildings mechanically reduce the output of new housing. The history of Houlgate

Houlgate was born of the fashion for sea bathing, on the heaths of the former hamlet of Beuzeval, halfway between Cabourg to the west and Villers-sur-Mer to the east. A plain coastal heath of the pays d'Auge at the start of the 19th century, the site was laid out in plots from the 1850s, when Paris developers traced avenues there and launched the building of a residential resort. Its growth followed that of the Côte Fleurie, carried by the railway and by the enthusiasm of the middle classes for stays by the sea.

Between 1850 and 1914, more than three hundred villas rose in the resort. That seaside architecture, today protected as a heritage site, combines bow windows, turrets, carved friezes, coloured stained glass and half-timbering of Norman inspiration. The layout of the streets, the promenade sea wall and the holiday buildings date for the most part from that period, which fixed the silhouette of the municipality. From that golden age Houlgate keeps a remarkably homogeneous built ensemble, rare on the Normandy coast.

To the east of the resort stretches the Vaches Noires cliff, several kilometres long between Houlgate and Villers-sur-Mer. Its name comes from the blocks of dark chalk stranded on the foreshore, which from a distance looked like a herd at the foot of the cliff. This geological site is known for its Jurassic and Cretaceous fossils, ammonites, sea urchins and the remains of marine reptiles, which make it a place of study and of walking. An unstable cliff exposed to erosion, it marks the eastern limit of building in the municipality.
