The history of Hérouville-Saint-Clair

Hérouville-Saint-Clair long remained a village of the Caen plain, geared to farming, away from the development of the neighbouring city. Its name retains the trace of the former hamlet and parish of Saint-Clair, joined to Hérouville. Until the early 1960s, the municipality had only a few hundred inhabitants and its territory of more than a thousand hectares was mostly covered in fields, which later made possible an urban development operation of rare scale.

In 1961, the State decided to develop a priority urbanisation zone in Hérouville, as part of the industrial decentralisation of Basse-Normandie and the expansion of the Caen conurbation. Seven neighbourhoods were designed by Parisian architects and planners. Construction started around 1964, at a rate of around 1 500 homes a year, and brought forth the Belles Portes, the Grand Parc, the Haute Folie, the Grande Delle, the Val and then the Bois. In around twenty years, the population grew more than tenfold and the municipality became one of the most populous in Calvados, adjoining Caen.

Development continued with the creation of a genuine town centre. The Citadelle Douce, completed in 1987, brings together the town hall, a theatre, shops and housing to give a heart to this town born of a master plan. From the 2000s, an urban renewal agreement, signed under the ANRU, the national urban renewal agency, launched the rehabilitation of the post-war housing estates, with tower demolitions and the reshaping of several neighbourhoods.
