The history of Louviers

Louviers developed on the banks of the Eure, a river that divides there into several branches and long supplied the water and energy needed for working wool. In the Middle Ages, cloth-making ensured its prosperity. The town was hit hard by the Hundred Years' War: it surrendered to the English on 23 June 1418, was retaken by La Hire, companion of Joan of Arc, then besieged again in 1431 and forced to surrender on 22 October. In 1441, Charles VII exempted its inhabitants from most royal taxes, hence the nickname Louviers le Franc.

Cloth-making found a second wind from 1681, when the royal administration set up a manufactory in Louviers, run for more than fifty years by François Le Camus. The fine cloths of the town remained renowned until the industrial era, and many spinning mills settled along the branches of the river. This past can still be read in the urban landscape: bridges, former industrial buildings, and the church of Notre-Dame, whose south portal was rebuilt in 1506 in the Flamboyant Gothic style. The cloître des Pénitents, crossed by a branch of the Eure, now houses a music school.

In June 1940, the town was badly hit by the bombing of the Battle of France, before being liberated on 25 August 1944. Pierre Mendès France, mayor from 1953 to 1958, pursued his local career there while he headed the government, as président du Conseil, in 1954 and 1955. The second half of the 20th century saw the closure of many factories, including the spinning mills and the Wonder and Polygram sites. Louviers remains the seat of the Seine-Eure urban community authority, which groups sixty municipalities around it and the neighbouring new town of Val-de-Reuil.
