6 342€/m²

The average price of apartments in Saint-Jean-de-Luz stands at 6 342 €/m², based on DVF (French notarised sales database) transactions actually recorded at the notary. This average covers a contrasting housing stock: old houses and buildings in the historic centre around the rue Gambetta, residences on the seafront and the promenade Jacques Thibaud, developments from the 1960s and 1970s in the Urdazuri quarter, and more recent construction towards Chantaco and Acotz. The distance to the Grande Plage, the view and the presence of an outdoor space cause the value to vary widely. The municipality is bounded by the Nivelle, the ocean and protected natural areas to the north, which limits new supply.

Market trends and analysis for Saint-Jean-de-Luz

The Saint-Jean-de-Luz market remains liquid for a municipality of fewer than 15 000 inhabitants, with around 250 apartment sales recorded each year in the DVF data. This turnover reflects the structure of the stock, nearly 80 % apartments, and the twofold demand that bears on the town: that of households along the Basque coast, between Bayonne and Hendaye, and that of second-home buyers. New supply, for its part, remains limited: the centre is already built up, the Nivelle valley and the northern coast of Erromardie and Acotz are largely protected, and developments come mainly from the renewal of existing plots.

Several drivers sustain this price level. Seaside tourism, inherited from the end of the 19th century, relies on a large accommodation capacity, with 27 hotels and 13 campsites recorded by INSEE. Fishing and the food-processing sector tied to the port of Saint-Jean-de-Luz and Ciboure, along with shops and health services, keep activity going year-round. The proximity of Spain, the rail service and the A63 motorway widen the pool of buyers. Against this, the surcharge on the taxe d'habitation for second homes seeks to curb the conversion of the stock into homes occupied for only a few weeks a year.

The history of Saint-Jean-de-Luz

Saint-Jean-de-Luz, Donibane Lohizune in Basque, formed on a belt of dunes at the head of an open bay, at the mouth of the Nivelle, facing Ciboure, which has remained a separate municipality on the other bank. In the 15th century, its sailors were among the first to work the Newfoundland banks: cod and whaling made the fortune of the port, supplemented in the 16th and 17th centuries by privateering, carried out under letters of marque. The high point of this period was the marriage of Louis XIV and the infanta Maria Theresa of Austria, celebrated on 9 June 1660 in the church of Saint-Jean-Baptiste, following the Treaty of the Pyrenees.

The Treaty of Utrecht of 1713, which ceded Newfoundland to Great Britain, deprived the town of its main activity. The decline was abrupt: the population fell from several thousand inhabitants to around two thousand by the end of the century, and storms carried away part of the waterfront buildings. Recovery came with the Second Empire. After the visit of Napoleon III in 1854, the state undertook to close off the bay with three structures: the Socoa breakwater, built from 1864 to 1876, that of the Artha from 1867 to 1891, and that of Sainte-Barbe from 1873 to 1883. The railway reached the town in 1864, at the cost of filling in marshland to build the station.

Protected and served by rail, the town became a seaside resort at the end of the 19th century, then in the 20th century developed a canning industry and a modern fleet: in the 1960s, the arrival of freezer vessels made it one of the leading French tuna ports. The port of Saint-Jean-de-Luz and Ciboure remains active today, geared towards anchovy, hake and tuna. Urban growth followed these stages: a compact old centre behind the Grande Plage, the Urdazuri quarter developed in the 1960s and 1970s on wetland along the Nivelle, and the Erromardie and Acotz areas to the north that have remained largely natural. Since 2017, the municipality has been part of the Pays Basque agglomeration community.

Who buys in Saint-Jean-de-Luz

Saint-Jean-de-Luz has 14 857 inhabitants. According to INSEE (the national statistics institute), the municipality counts around 14 900 dwellings, of which 55 % are main residences and nearly 42 % are second or occasional homes: more than four dwellings in ten are not lived in year-round, which weighs directly on the market and on the life of the centre out of season. Again according to INSEE, nearly 80 % of the stock consists of apartments, and vacancy remains low, around 3 %. Buyers are split between households from the inland Basque Country and the agglomeration, retirees, since the municipality has a high share of people over 65, and second-home buyers from Bordeaux, Paris or Spain.

Frequently asked questions

The average price of apartments in Saint-Jean-de-Luz is 6 342 €/m², based on DVF transactions actually recorded at the notary. This average covers marked variations depending on the distance to the bay, the view, the floor, the presence of a balcony or a garden and the condition of the property. An apartment on the promenade Jacques Thibaud and a home in Urdazuri do not trade at the same level.

The highest values are concentrated along the bay front: the historic centre around the church of Saint-Jean-Baptiste and the rue Gambetta, the promenade Jacques Thibaud and the immediate surroundings of the Grande Plage, where supply is scarce and rarely renewed. The Urdazuri quarter, built in the 1960s and 1970s along the Nivelle, along with the Chantaco and Acotz areas, further from the seafront, remain more affordable.

The municipality is classed as a high-demand area and applies a surcharge on the municipal share of the taxe d'habitation (local residence tax) for second homes. Introduced in 2015, this surcharge was raised to the maximum rate of 60 % by a decision of the municipal council on 24 September 2021. With nearly 42 % of the housing stock being second homes, the measure affects a large share of dwellings. The rules change and should be checked with the town hall before any project.

The station, opened in 1864, is served by the coastal line between Bayonne and Hendaye, with connections to Bordeaux, Paris and Spain. The A63 motorway serves the municipality via two interchanges and the Spanish border is around fifteen kilometres away. The Biarritz-Pays Basque airport lies around fifteen kilometres to the north. The Pays Basque agglomeration bus network links the town to Ciboure, Guéthary and Hendaye.

The market is overwhelmingly in apartments: according to INSEE, nearly 80 % of the municipality's dwellings are apartments, and the reference price of 6 342 €/m² applies to this segment. Houses are concentrated in the Chantaco and Acotz areas and on the hillsides, where land is constrained by natural areas and the terrain. They are few on the market, which lengthens search times.
