2 352€/m²

In Sevran, the headline price for an apartment comes out at 2 352 €/m², one of the most affordable levels in the inner suburbs to the north-east of Paris. The stock is overwhelmingly made up of flats: it combines the post-war housing estates built from the 1970s in the north of the municipality, around Les Beaudottes, Rougemont and Montceleux, with an older fabric of low-rise detached housing in the south, on the Freinville side. Houses, far fewer in number, sit closer to 3 484 €/m², a gap that reflects how scarce they are on a territory long built up with flats. These values come from the DVF database, which records sales actually registered before notaries.

Market trends and analysis for Sevran

The Sevran market rests on its affordability and on the anticipation of the Grand Paris Express. Demand comes first from first-time buyers and Paris-region households looking for affordable floor space some fifteen kilometres from Paris, and from investors betting on the gain in value tied to the future stations on Line 16. After several years of growth, prices have eased recently, in line with the general downturn seen across Île-de-France on the second-hand market.

Supply is shaped by the weight of the post-war housing estates and social housing in the north, while the low-rise detached housing of the south and the edges of the parc forestier de la Poudrerie draw buyers looking for quiet and greenery. Urban renewal schemes and new-build programmes concentrated around the stations are changing some sectors. As everywhere in the Paris region, the energy performance certificate has become a bargaining point, in particular on older buildings and on the 1970s condominiums.

The history of Sevran

Raised to a marquisate in 1668 and held by the Sanguin family, the land of Sevran was long organised around large farms, among them Rougemont, Montceleux and Beaudottes, whose names now designate whole neighbourhoods. The digging of the canal de l'Ourcq in the early 19th century left a lasting mark on the municipality: that waterway, which supplied Paris with water, still crosses Sevran from east to west and splits the town in two. The municipality lies on the plain some fifteen kilometres north-east of Paris, between Aulnay-sous-Bois and Livry-Gargan.

The history of Sevran cannot be separated from its gunpowder works. A decree signed by Napoléon III in 1865 created the imperial gunpowder factory of Sevran, in operation from 1873 to 1973 on the banks of the canal. The site, which employed more than 3 000 people at its peak, was a centre of innovation, notably around smokeless powder. After production stopped, the grounds became the parc forestier de la Poudrerie, a wooded area of around 140 hectares shared with Livry-Gargan, Vaujours and Villepinte, crossed by the canal and protected as a historic monument.

In the south, the Freinville district grew at the end of the 19th century around the Westinghouse brake factory, set up in 1891, which gave its name to the sector and to its station. From 1975, the north of the municipality saw rapid urban growth driven by the State, with the post-war housing estates and the social housing of Les Beaudottes, Montceleux and Rougemont. Sevran is now entering a new phase with the works on Line 16 of the Grand Paris Express, the new regional metro network, which is due to serve the town with two stations.

Who buys in Sevran

Sevran has around 52 535 inhabitants, which makes it a sizeable municipality by the standards of the Seine-Saint-Denis. Its housing stock is overwhelmingly made up of flats and includes a high share of social housing, a legacy of the development driven by the State from the 1970s in the north of the town. The south, around Freinville and the canal banks, keeps an older fabric of low-rise detached housing, where houses remain sought after but scarce. Buyers are mainly Paris-region households looking for affordable floor space close to Paris, first-time buyers, and investors betting on the arrival of the metro. Purchase budgets here remain more contained than in the better-served neighbouring municipalities.

Frequently asked questions

For an apartment, the headline price stands at 2 352 €/m², a figure calculated from the sales registered before notaries and published in the DVF database. It is a municipality-wide average, covering both a studio in the northern housing estates and an older apartment close to the canal. The address, the storey, the year of construction and the energy rating explain most of the gaps. A reliable valuation rests on comparable sales, not on the town average alone.

The canal de l'Ourcq splits the town in two. To the north, the districts of Les Beaudottes, Rougemont and Montceleux group together the post-war housing estates and most of the social housing, with the Beau Sevran shopping centre as a landmark. To the south, around Freinville and its station, the fabric is more low-rise and older. The town centre and the edges of the parc forestier de la Poudrerie form a third set. These sectors do not sell at the same level.

The town is served by the RER B, with the stations of Sevran-Livry and Sevran-Beaudottes on the Mitry-Claye branch, which reach central Paris in about half an hour. The big change to come is Line 16 of the Grand Paris Express: it will serve both of those points with a direct interchange with the RER B, which should improve access towards the north and east of the metropolitan area. Works are under way, with opening expected in the coming years.

It is possible but uncommon. The municipal stock is dominated by flats, and houses are concentrated in the south, on the Freinville side and in the older low-rise sectors. They trade at a higher level than apartments, at around 3 484 €/m², because they are scarce. With few sale references available, valuing a house depends above all on its condition, its plot and its location, rather than on the municipal average.

Yes. The industrial past of the gunpowder site and the presence of the canal make it worth consulting the statement of risks and the planning documents before any purchase, in particular on soil quality and on possible exposure to flooding near the water. Several districts in the north are covered by urban renewal programmes, whose timetable can weigh on a project. Finally, letting a furnished tourist rental is regulated and requires a declaration at the town hall.
