In Chambéry, the municipal property tax rate has moved only once since 2021. A rise of one and a half points in 2022, then nothing : 41,96 %, renewed every year, including in the 2026 budget voted on 9 February. Nothing unusual, unless you look across the municipal boundary. In La Ravoire, four kilometres from the centre, the municipal rate is 31,03 %. In Challes-les-Eaux, 30,53 %. The same conurbation, the same waste collection, the same inter-municipal share, but eleven points of difference in the rate. Of its 38 municipalities, Chambéry is the one that taxes built property most heavily. Here is why, and what it changes for you.

The calculation fits in one line. Your property tax on built property equals the cadastral rental value of your home divided by two, multiplied by the overall rate of 46,48 %. The waste collection line applies to the same base, at a rate of 8,28 %.
The cadastral rental value is not the rent you could ask today. It is an administrative value inherited from a 1970 classification, revalued every year by a national coefficient. It reflects neither the market price of your home nor the gap between Les Hauts de Chambéry and Chambéry-le-Vieux.
The final 2026 rates are published by the DGFiP at the start of the following year. The values given here are the latest recorded rates, those of 2025, renewed by the initial 2026 budget adopted on 9 February 2026 for a total of 151 M€. The national revaluation of the bases, on the other hand, is settled : +0,8 % in 2026, after +1,7 % in 2025 and +7,1 % in 2023.
Because it is the central town. Of the 38 municipalities of Grand Chambéry, which all share the same inter-municipal share (4,30 %) and the same household waste collection tax (8,28 %), Chambéry has the highest municipal rate, at 41,96 %. The gap with La Ravoire, four kilometres from the centre, reaches 10,93 points, that is an overall rate almost a quarter lower.

That gap is in no way a Chambéry anomaly. It comes from the fact that a central town carries, for a whole catchment area, facilities that its own residents are not alone in using : theatre, music school, museums, swimming pools, main roads, street cleaning, municipal police. Those so-called centrality costs fall on a body of municipal taxpayers that is smaller, proportionally, than the population served.
The structure of the housing stock in Chambéry sharpens the effect. Only 39,7 % of households are owner-occupiers, against 58,4 % tenants, of whom 25,5 % in social housing (INSEE, the French national statistics institute, 2023 census). The base of property tax payers is therefore narrow compared with the costs carried.
You should not conclude from this table that a home in Chambéry necessarily costs more to own than one in La Ravoire. The final amount depends on the product of the rate and the cadastral rental value, and the rental values of the old centre of Chambéry, often classified on pre-1949 buildings, are not always higher than those of a recent house on the outskirts. On the other hand, at a comparable rental value, the gap is clear : that is exactly what our simulator below measures. For a buyer hesitating between the centre and the inner ring, it is a real decision factor, rarely quantified in listings.
The municipal rate, only once : +1,50 point in 2022, from 40,46 % to 41,96 %, then stability. But the overall rate rose by 3,51 points between 2021 and 2025, because Grand Chambéry took its share from 2,30 % to 4,30 % in 2023. Over five years, half of the rise therefore does not come from the town.

On top of those rate rises comes the national mechanism, which works every year without any local councillor voting anything. The flat-rate revaluation coefficient for cadastral rental values is indexed to the November harmonised index of consumer prices : +7,1 % in 2023, +3,9 % in 2024, +1,7 % in 2025 and +0,8 % in 2026. Taken together, that indexation alone represents close to 14 % growth in the bases over four years.
Politically, the line should hold. Thierry Repentin was re-elected mayor in the second round on 22 March 2026 with 45,22 % of the votes cast, ahead of Vincent Patey (43,83 %) and Brice Bernard (10,95 %), a gap of only 259 votes. The majority holds 33 seats, the right-wing opposition ten and the Rassemblement national two, on a turnout of 52,69 %.
As orders of magnitude, from around 520 € a year for a 28 m² studio at Les Hauts de Chambéry to close to 2 410 € for a 110 m² house at Chambéry-le-Vieux, household waste collection included. Set against the price of the property, the charge represents 0,56 % to 0,87 % of its value a year, a moderate level that the expensive Chambéry market largely explains.

The two-year exemption for new buildings applies as of right on the historic departmental share, unless the municipality decides otherwise. The exemption for owners over 75 and the relief for those over 65 depend on your reference tax income : in Chambéry, the median income is 24 800 € and the poverty rate 20,4 % (INSEE, Filosofi 2023), which places some households within the thresholds. The inter-municipal share and the household waste collection tax are identical in all three cases : only the municipal share changes.
The bill gets markedly heavier. Chambéry is among the municipalities classified as a tight housing market area by the decree of 22 December 2025, which allows it to increase the residence tax on second homes. It applies the maximum rate of 60 %, on a residence tax whose overall rate already reaches 29,42 %. To that is added the property tax, due in every case.
The decision is in no way automatic : the surcharge is voted each year by resolution of the town council, between 5 % and 60 %, before 1 October for application the following year. Chambéry has chosen the ceiling, like Annecy, Lyon and Grenoble. Conversely, Aix-les-Bains, though also in a tight area and far richer in second homes, applies no surcharge.
The Chambéry paradox is worth stating : the town taxes at the maximum a category of housing that accounts for only 1 229 units, that is 3,6 % of its stock of 33 867 homes. The budgetary yield is therefore limited. The measure is more a signal about how the housing stock is used than a structural source of revenue, in a town that also counts 3 057 vacant homes, that is 9,0 % of the total.
Three points before signing : the surcharge rate voted for the current year, available from the tax office ; the cadastral rental value of the property, which determines both the property tax and the residence tax ; and the rules that apply if you plan to let it as a furnished tourist rental, since the town may introduce a licensing regime. A pied-à-terre in Chambéry carries two local taxes, not one.
Chambéry sits in an intermediate position. Its overall rate of 46,48 % exceeds Aix-les-Bains (38,45 %), Annecy (36,04 %), Albertville (36,51 %) and Lyon (32,82 %), but stays far below Grenoble (68,00 %). The relationship reverses, however, when you look at prices : Annecy taxes less with a market at 5 248 €/m², Chambéry taxes more with a market at 2 981 €/m².

That reversal is explained by the base rather than by management. A municipality whose housing stock is recent, large and well classified in the land register has higher revenue at an equal rate : it can therefore show a lower rate for the same yield. Annecy, a new municipality formed from six mergers and driven by strong construction activity, is the illustration ; Grenoble, at the other extreme, offsets an older stock and a constrained base with a record rate.
A high rate applied to modest rental values does not necessarily produce a bigger bill than a town with a low rate and high values. The final amount comes down to the product of the two, and that is exactly why the table of profiles above says more than the ranking of rates.
Limited, and that is rather good news for Chambéry. The market stands at 2 981 €/m² for an apartment and 3 931 €/m² for a house in 2026, up 3,1 % over twelve months and 13 % over five years. With an annual charge of between 0,56 % and 0,87 % of the value of the property, the property tax does not weigh heavily enough to weigh on prices.
Three observations to place the real effect of taxation on your property.
1. The Chambéry market has picked up again. After a fall to 2 933 €/m² in 2024, prices rose to 3 024 €/m² in 2025 then settled at around 2 981 €/m². On a volume of around 716 apartment transactions a year, it is a liquid market, where the order of magnitude is reliable.
2. The property tax is a cost of ownership, not a discount on the price. It does not cut the advertised value : it reduces an investor's net yield and the purchasing power of a buyer who thinks in terms of a total monthly payment. On a 3-room flat in the centre, it represents the equivalent of about a month and a half of rent a year, a contained level.
3. The energy performance rating weighs more than the rate. In Chambéry, 5,9 % of the homes assessed are rated F or G, and 13,4 % E (ADEME database, 20 157 assessments). In a mountain town where heating is a real expense, the energy label is now negotiated harder than the aspect or the storey. That is where the difference lies between a property that sells and one that sits, far more than eleven points of municipal rate.

The Direction générale des finances publiques, the French public finances directorate, sends notices between the end of August and the beginning of October, by post and in your impots.gouv.fr account. The payment deadline is set at 15 October for taxpayers paying by monthly instalments and 20 October for direct payment. No action is needed, the calculation is automatic. It is on that notice that the final 2026 rates will appear, since the DGFiP only publishes them at the start of the following year.
