Property tax in Mérignac in 2026: seventeen years without a rate rise

Mérignac has not raised its property tax rate since 2009: 46,18 %, the 9th lowest rate of the 28 municipalities of Bordeaux Métropole. And yet your autumn notice is heavier. A line-by-line breakdown, a metropolitan comparison, typical profiles by district and a simulator.

Mérignac has not raised its property tax rate since 2009. Seventeen consecutive years at 46,18 % for the municipal share, a record of stability among the 28 municipalities of Bordeaux Métropole. And yet your autumn notice is heavier than it was five years ago. That paradox is no accounting mystery : when a town freezes its rate, the rise comes from elsewhere. Here is the line-by-line breakdown of the property tax in Mérignac, what the town's stability has spared you, and what it cannot prevent.

Key points
  • The municipal rate of property tax on built property in Mérignac is 46,18 %, unchanged since 2009, that is seventeen years.
  • Bordeaux Métropole levies no share on built property : the overall rate of 47,24 % adds only the special facilities tax (0,532 %) and the GEMAPI aquatic environment tax (0,530 %).
  • Mérignac has the 9th lowest rate of the 28 municipalities of the metropolitan authority, whose average stands at 48,25 %.
  • The rise in your bill comes from the national revaluation of the bases (+7,1 % in 2023, +3,9 % in 2024, +1,7 % in 2025, +0,8 % in 2026), not from a local vote.
  • Good news in the other direction : the metropolitan household waste collection tax has fallen, from 8,69 % in 2021 to 7,18 % today.

1. What is the property tax rate in Mérignac in 2026?

Quick answer

The municipal rate of property tax on built property in Mérignac is 46,18 %. Bordeaux Métropole levies no share on built property ; only the special facilities tax (0,532 %) and the GEMAPI aquatic environment tax (0,530 %) are added, for an overall rate of 47,24 %. The household waste collection tax is 7,18 %. Source : DGFiP, the French public finances directorate, rates recorded in 2025 and applicable in 2026.

The structure of a Mérignac notice is simple, and that in itself tells you something. Unlike Le Mans, where the metropolitan authority levies 13,09 % on built property, Bordeaux Métropole raises no property tax share at all : it funds itself from business taxation and from the waste collection tax. Almost everything you pay on the « built property » line therefore goes to the town.

Special facilities tax0,532 %Public land agency
GEMAPI tax (aquatic environment management)0,530 %Bordeaux Métropole
Total built property47,24 %-

Over the past five years, that overall rate has gone from 46,36 % in 2021 to 47,24 % in 2025, that is 0,88 point more in five years. That increase does not come from the town, whose rate has not moved, but from the appearance and adjustment of the additional taxes.

2. Seventeen years without a rise: how does the town manage?

Quick answer

Mérignac has not raised its local direct tax rates since 2009. The town points to a low level of debt, at 730 € per inhabitant against 1 318 € on average nationally, and a 2026 budget of 145 million euros, of which 43 million in investment, voted with no tax rise despite 3,26 million euros less in state support.

Tax stability in Mérignac is a policy line held across three terms of office. It had already been claimed in 2019 by Alain Anziani, then mayor, in explicit terms : « we have lost more than half of the state grant, we have not increased our debt, we have not increased taxes ». It has been renewed every year since, including for 2026.

The 2026 budget, presented to the council on 15 December 2025, stands at 145 million euros, of which 102 million in running costs and 43 million in investment. It funds in particular the completion of the Krakatoa contemporary music venue (2,7 M€), the refurbishment of three school groups (9 M€) and the continuation of the Léo Lagrange sports complex (9,8 M€). The mayor Thierry Trijoulet presented it in a « deteriorated context », the town absorbing around 3,26 million euros of lower state grants and new contributions.

Losing 3,26 million euros of state support and voting a budget of 145 million without touching the rate : that is the equation Mérignac has been repeating since 2009.
Reading note

The lever that makes that freeze sustainable is less visible than the rate : it is the growth of the tax base. A municipality that builds and takes in new homes sees its tax revenue rise at a constant rate, simply because the base widens. Mérignac, the second largest town in the Bordeaux metropolitan area and one of the most active in construction, benefits from that directly.

3. Why your bill goes up all the same

Quick answer

Because the taxable base is revalued every year by the State : +7,1 % in 2023, +3,9 % in 2024, +1,7 % in 2025 and +0,8 % in 2026, that is around +14 % in total over four years for an identical home. In Mérignac, the whole of the rise in your notice comes from there, since the municipal rate has not moved.

The mechanism is national. The administration starts from the cadastral rental value of your home, applies a flat-rate allowance of 50 % to obtain the taxable base, then multiplies that base by the sum of the rates voted. Two levers move the bill : the rate and the base.

In Mérignac, the first lever has been neutralised since 2009. That leaves the second, over which neither the town nor the metropolitan authority has any control : the revaluation coefficient for rental values is set every year in the finance act, indexed to inflation. That is what explains the 2023 peak and the slowdown in 2026.

YearNational revaluation of the basesMérignac municipal rate
2023+7,1 %46,18 %
2024+3,9 %46,18 %
2025+1,7 %46,18 %
2026+0,8 %46,18 %
Cumulative effectaround +14 %unchanged

One line does work in the other direction, and it is rarely noticed : the household waste collection tax has fallen over the period, going from 8,69 % in 2021 to 7,18 % today. On a taxable base of 3 000 €, that represents around 45 € less a year, which offsets part of the revaluation of the bases.

Our view

An owner in Mérignac comparing a 2022 notice with a 2026 one will see a rise, and will be right to note it. But reading it as a municipal decision would be a mistake : in Mérignac, the « rate » line is the only variable the town controls, and it is frozen. To judge a local tax policy, it is the rate that has to be looked at, not the amount.

4. Is Mérignac well placed within Bordeaux Métropole?

Quick answer

Yes, in the first half. With a municipal share of 46,18 %, Mérignac has the 9th lowest rate of the 28 municipalities of Bordeaux Métropole, whose average stands at 48,25 %. The gap of 2,07 points against the metropolitan average represents around 62 € a year for a taxable base of 3 000 €.

The relevant comparison is not the national ranking, where Mérignac naturally comes out above the medians (7,71 points above the Gironde median, at 39,53 %). It is within the metropolitan area : the 28 municipalities of Bordeaux Métropole share the same catchment area, the same metropolitan responsibilities, the same waste collection tax. Only the municipal share sets them apart.

BenchmarkProperty tax rate on built property
Average of the 28 municipalities of Bordeaux Métropole~ 48,25 %
Bordeaux~ 48,48 %
Mérignac (municipal share)46,18 %
Gironde median~ 39,53 %
National median~ 40,33 %

That high level in absolute terms is not specific to Mérignac. Since 2021, every French municipal rate has included the former departmental share of the property tax, transferred to municipalities when the residence tax was abolished. Comparison between municipalities remains valid ; comparison with pre-2021 rates does not. For other trajectories, see our analyses of the property tax in Bordeaux and the property tax in Le Mans, where the metropolitan authority does levy 13,09 % on built property.

5. Simulator: what the Mérignac rate spares you

Quick answer

Enter the taxable base shown on your property tax notice (it is half of the cadastral rental value). The simulator calculates your municipal share at the Mérignac rate of 46,18 %, then what you would pay at the average rate of the 28 municipalities of Bordeaux Métropole (48,25 %), and the annual gap between the two.

Mérignac against the metropolitan average
The taxable base shown on your property tax notice (half of the cadastral rental value).
An indicative estimate based on the rates recorded in Mérignac (municipal share 46,18 %, special facilities tax 0,532 %, GEMAPI 0,530 %, household waste collection 7,18 %) and on the average property tax rate on built property of the 28 municipalities of Bordeaux Métropole (48,25 %). It does not take into account the exemptions and allowances specific to your situation. For the official amount, refer to your notice.

6. How much do you pay depending on your profile?

Quick answer

As orders of magnitude, including household waste collection : around 680 € for a studio at Le Burck, 1 670 € for a 3-room flat at Capeyron, 2 900 € for a 4-room flat at Arlac and 3 800 € for a house at Beutre. The exact amount depends on the cadastral rental value specific to your home, which appears on your notice.

The amounts below are orders of magnitude built from typical profiles anchored in real districts of Mérignac and on the prices per m² from our processing of DVF transactions, the French notarised sales database. They give an idea of how heavily the tax weighs depending on the property, not a personalised calculation.

ProfileDistrictPrice per m² (2026)Annual property tax (order of magnitude)
Studio 30 m²Le Burck2 760 €/m²~ 680 €
3-room flat 65 m²Capeyron3 150 €/m²~ 1 670 €
4-room flat 85 m²Arlac4 174 €/m²~ 2 900 €
House 110 m²Beutre4 228 €/m² (house)~ 3 800 €

Mérignac is above all a town of individual houses : it is on the house, with its plot, that the cadastral rental value is highest, and therefore the tax heaviest. The freeze on the municipal rate mechanically benefits those owners first, since they carry the largest base. Conversely, a studio at Le Burck, the most affordable district in the town, stays below the 700 € mark.

7. Does the frozen rate support the value of your property?

Quick answer

At the margin. The Mérignac market stands at around 3 409 €/m² for an apartment and 4 228 €/m² for a house in 2026, up around 1,4 % over twelve months after a correction of around 6 % over five years. Stable taxation reassures a buyer about the cost of ownership, but location, floor area, condition and the energy performance rating weigh far more.

That is the useful nuance for an owner in Mérignac. The average price of an apartment is around 3 409 €/m² in 2026 and that of a house around 4 228 €/m² (Immover processing, DVF data), with a marked gap between Arlac, on the edge of Caudéran (around 4 174 €/m²), and Le Burck (around 2 760 €/m²). The market fell by around 6 % over five years, like the whole Bordeaux metropolitan area, before rising slightly again over the past twelve months.

On a property worth 300 000 €, a property tax of 2 500 € represents around 0,8 % of the value a year. In a metropolitan area where rate gaps between neighbouring towns reach several points, that line starts to count in the decision of a buyer comparing Mérignac, Pessac and Bordeaux proper on an equal budget. It does not, however, replace the first criterion : the right asking price.

To set it, a valuation based on the actual transactions in your district remains the best basis. To place the value of your property in Mérignac before any decision :

Frequently asked questions

The municipal rate of property tax on built property in Mérignac is 46,18 %. Bordeaux Métropole levies no share on built property: only the special facilities tax (0,532 %) and the GEMAPI aquatic environment tax (0,530 %) are added, for an overall rate of 47,24 %. The household waste collection tax, voted by the metropolitan authority, stands at 7,18 %.

Since 2009, that is seventeen consecutive years. The council renews the same local direct tax rates every year: 46,18 % for property tax on built property, with the same stability on unbuilt land and on the residence tax on second homes. The town claims the record for tax stability among the 28 municipalities of Bordeaux Métropole.

Because the taxable base is revalued every year by the State, independently of local decisions. The national coefficient was +7,1 % in 2023, +3,9 % in 2024, +1,7 % in 2025 and +0,8 % in 2026, that is around +14 % in total over four years for an identical home. In Mérignac, the whole of the rise in your notice comes from there, since the municipal rate has been frozen since 2009.

Yes. The household waste collection tax, voted by Bordeaux Métropole, has gone from 8,69 % in 2021 to 7,18 % today. On a taxable base of 3 000 euros, that fall represents around 45 euros less a year, which offsets part of the national revaluation of the bases. It is the only line on your Mérignac notice that works in your favour over the period.

Less. With a municipal share of 46,18 %, Mérignac has the 9th lowest rate of the 28 municipalities of Bordeaux Métropole, whose average stands at 48,25 %. The gap of 2,07 points represents around 62 euros a year for a taxable base of 3 000 euros. Nationally, however, the rate remains above the Gironde median (39,53 %) and the national median (40,33 %), like most municipal rates since the transfer of the departmental share in 2021.

As orders of magnitude, including household waste collection: around 680 € for a studio at Le Burck, 1 670 € for a 3-room flat at Capeyron, 2 900 € for a 4-room flat at Arlac and 3 800 € for a house at Beutre. These amounts are indicative: the actual bill depends on the cadastral rental value specific to your home, shown on your notice. As Mérignac is a town of individual houses, it is on the house that the tax weighs most.

The 2026 budget, presented to the council on 15 December 2025, stands at 145 million euros, of which 43 million in investment, voted with no rate rise despite around 3,26 million euros of lower state grants and new contributions. The town points to a debt of 730 euros per inhabitant against 1 318 euros on average nationally. The less visible lever is the growth of the tax base: a municipality that builds sees its tax revenue rise at a constant rate.

The property tax notice is sent by the Direction générale des finances publiques, the French public finances directorate, between the end of August and the beginning of October. The payment deadline is generally set at 15 October for taxpayers paying by monthly instalments or 20 October for direct payment. No action is needed: the calculation is automatic, from the rates voted and the revalued base.
