The history of the district

Champagne occupies the eastern entrance to Laon, along the avenue Charles-de-Gaulle. It is the post-war housing estate of the town, built in the decades that followed the war, and it is the oldest urban policy neighbourhood in France by its date of entry: it has been designated since 1983, under the Développement social des quartiers programme, the first national scheme for deprived estates.

The current priority neighbourhood is called "Champagne Moulin - Roux" and had 4 396 inhabitants at the last count, making it the larger of the two in Laon, ahead of Montreuil and its 1 376 inhabitants. The official statistical label, for its part, ties the area to the name of the Saint-Exupéry school and to the locality of Moulin-Roux. We keep Champagne, which is the name in common use and the only one with a measurable search volume.

Transactions are concentrated in the rue Pierre-Bourdan, the rue Pierre-Curtil, the rue Léon-Blum and the rue Pierre-Chavialle, on a stock made up almost entirely of apartments. The Chemin-Vert and the Bois-des-Minimes border the area.

The district sits at 755 €/m², 34 % below the municipal average and 38 % below the upper town. It is the lowest price we publish in Laon, and one of the lowest on the whole site. It loses 13 % over five years and 9,5 % over the last twelve months: the two horizons point the same way, which makes the fall credible despite a volume of seven sales a year.

Who buys in Champagne

Champagne is the floor price of the Laon market, and that figure has to be read for what it is. At 755 €/m², an apartment of seventy square metres changes hands for around fifty-three thousand euros. The district has been designated a priority urban policy neighbourhood since 1983, its stock is made up almost entirely of dated apartments, and the two measurement horizons point the same way, downwards, minus 13 % over five years and minus 9,5 % over twelve months. For a buyer, that means two things. The first is that at this price level, the cost of an energy renovation often exceeds the value of the property itself: that is the decisive calculation, before even the purchase price. The second is that reselling will take patience, in a municipality where vacancy reaches 11,2 % and which is losing inhabitants. For an investor, the apparent gross yield is high, but the poverty rate of the priority neighbourhood and the service charges of an older stock have to enter the calculation. We publish this price because it corresponds to seven real sales a year and because it informs honestly, not because we recommend it or advise against it.

Frequently asked questions

The average price in Champagne is 755 €/m² for an apartment (actual DVF transactions, notarised sales), within a range of 606 to 882 €/m² depending on the building, the floor and the condition.

Champagne, at the eastern entrance to the town, at 755 €/m², 34 % below the municipal average and 38 % below the upper town. It is the lowest price we publish in Laon and one of the lowest on the whole site. The district has been designated a priority urban policy neighbourhood since 1983 and its stock is made up almost entirely of apartments.

The district loses 13 % over five years and 9,5 % over the last twelve months, and the two horizons point the same way, which makes the fall credible despite a volume of seven sales a year. The main cause is the energy performance of a dated apartment stock: at 755 €/m², the cost of a renovation often exceeds the value of the property, which discounts unrenovated homes far more than elsewhere.

The apparent gross yield is high, since an apartment of seventy square metres changes hands there for around fifty-three thousand euros. Three elements have to enter the calculation before concluding. The cost of bringing the property up to energy standards, which can exceed the purchase price. The service charges of an older apartment block. And liquidity at resale, in a municipality where vacancy reaches 11,2 % and the population is falling. We publish this price to inform, not to recommend.
