On 23 April 2026, the municipal council of Ajaccio voted a rise of 19 % in the direct tax rates: the municipal share of property tax moves from 30,65 % to 36,47 %, the first movement since 2021. But the heaviest line on the Ajaccio notice does not move, and it is the household waste line, at 20,57 %. Amounts by district, a simulator of the extra cost and a comparison with Bastia.

In Ajaccio, the municipal council voted on 23 April 2026 a rise of 19 % in the local direct tax rates. For property tax on built property, that means 5,82 points more : the municipal share moves from 30,65 % to 36,47 %. It is the first movement of the Ajaccio rate since the transfer of the departmental share in 2021, and the town council owns it as the price of keeping public services running. But if you read your notice line by line, you will see that the rise is added to an item that is already heavy and that does not move at all : the household waste collection tax, at 20,57 %, one of the highest in France. Here is what the decision changes, district by district.
The municipal share of property tax on built property moves from 30,65 % to 36,47 % in 2026. With the share of the Pays ajaccien urban community (6 %) and the additional taxes, the overall rate moves from around 37,91 % to 43,7 %, to which the household waste collection tax of 20,57 % is added, that is a combined total of around 64,3 % on your notice. The Ajaccio municipal rate had not moved by a tenth of a point between 2021 and 2025. Over that period it remained one of the most moderate among French prefecture towns. The decision of April 2026 corrects that position in one go, without taking it up to the level of the most heavily taxed towns on the mainland.
The rise applies to the rates, not to the base. Your property tax equals the cadastral rental value of your home divided by two, multiplied by the rate. In 2026, two effects combine : the national revaluation of the bases, at +0,8 %, applied everywhere in France, and the local rise of 5,82 points on the municipal share. Take care not to confuse the two percentages : the +19 % applies to the municipal share. The overall property tax rate, for its part, rises by 15,4 %, and the property tax line on your notice should therefore go up by around 16 % once the revaluation of the bases is taken into account. The household waste line, for its part, does not move.
To close a structural deficit put by the town council at 5,5 M€ : around 2,5 M€ tied to the withdrawal of funding by the state and the Corsican regional authority, and 3 M€ of tax constraints, including the disappearance of the residence tax as a resource. The debate took up the first municipal council meeting of the new term, on 9 April 2026, before the budget vote two weeks later.
The position of the majority. The mayor Stéphane Sbraggia and his finance deputy Pierre Pugliesi present the rise as the condition for keeping municipal public services running, in a budget taken to close to 170 M€ against 164 M€ in 2025, that is +5,42 %. Total local tax revenue reaches 61,1 M€ in 2026. The wage bill represents 69 % of the operating budget.
The criticism from the opposition. Jean-André Miniconi called the budget "catastrophic". Romain Colonna, for Aiacciu Vivu, denounced a tax hammering preferred to savings in management. François Filoni, for the Rassemblement national, questioned the trend in the wage bill. The budget was adopted despite the votes against from the nationalist and far-right groups.
The town puts the average effort at 139 € a year for an owner of a main residence, that is 11,60 € a month. In orders of magnitude, the extra cost runs from around 59 € for a 30 m² studio in Les Cannes to around 257 € for a 130 m² house out towards Les Sanguinaires. The exact amount depends on the cadastral rental value shown on your notice.

These profiles rest on districts with sharply contrasting prices : 2 314 €/m² in Les Cannes, 4 029 €/m² in the town centre, 4 879 €/m² in Le Trottel and up to 5 502 €/m² in Les Sanguinaires, the most highly rated sector, for a communal average of 3 959 €/m² for an apartment and 4 489 €/m² for a house in 2026 (DVF data, the French notarised sales database, processed by Immover, 2024-2025 transactions). Measured against the price of the property, property taxation in Ajaccio remains contained : of the order of 0,5 % of the value of the home a year for an apartment in Le Trottel and around 0,95 % for a studio in Les Cannes, household waste included. That is the mechanical effect of an expensive market : at an equivalent cadastral rental value, the higher the market price, the lighter the annual charge appears against the capital tied up. The 2026 rise shifts that ratio, it does not reverse it.

It is the item the 2026 rise does not touch, and yet it is the one that weighs most heavily in the comparison with the mainland.
What waste treatment costs in Corsica. According to the Corsican household waste observatory, the management of the island's household waste represented 104 M€ including tax for the 2022 financial year, that is 299 € excluding tax per inhabitant, up 1,3 % over one year. The national benchmark given by the observatory for a comparable tourist area is 160 € per inhabitant. The average cost reaches 451 € including tax per tonne, with a spread of 216 to 508 € per inhabitant depending on the inter-municipal authority.

Three factors explain the gap : insularity, which raises the cost of transferring and shipping out sorting residues ; seasonality, a service sized for a summer peak but funded by a permanent population ; and low density, which lengthens collection rounds. Transfer and transport account for 9 % of the island's total cost, collection and overheads 55 %, treatment 33 %.
The Pays ajaccien urban community has introduced an incentive-based special charge for large producers of business waste, applied since 2022 to producers of more than 5 000 litres a week, then extended in 2023 to all those exceeding 1 320 litres a week. The tariff is 30 € per m³ for non-recoverable waste and 10 € per m³ for recyclables. For private individuals, the household waste collection tax stays unchanged : this charge does not apply to your property tax notice.
In our view, the Ajaccio debate of 2026 focused on the wrong figure. The rise of 5,82 points in the municipal share is visible, discussed, voted in public session : it belongs to normal democratic business. The 20,57 % of the waste line, for their part, are voted at the urban community level, indexed on treatment costs that nobody controls locally, and are the subject of no comparable debate. Yet it is the item whose ten-year trajectory commits Ajaccio owners the most. If you are to watch only one line of your notice in the coming years, watch that one.
Ajaccio is classified as a high-pressure housing area and has applied since 2023 the maximum surcharge of 60 % on the residence tax for second homes, after a rate of 40 % in 2021 and 2022. The basic municipal rate is 22,72 %. The town has 3 342 second homes and occasional dwellings, that is 9 % of its stock of 37 053 homes. If your Ajaccio property is not your main residence, the 2026 rise is therefore only half of the equation. You are subject to three levies at once : property tax at the new rate, the household waste collection tax at 20,57 %, and a residence tax increased by 60 %.
The contrast with the mainland is clear. Ajaccio applies the legal ceiling on the surcharge, as Nice, Marseille or Bordeaux do, but on a stock where the share of second homes is more than double that of Albi. Bastia, the other large town of the island, stopped at 50 %.
For a non-resident owner, the annual cost of holding an Ajaccio apartment becomes a decision factor in its own right, on the same footing as the seasonal rental yield or the prospect of a capital gain.
After the rise, Ajaccio reaches around 64,3 % of combined rates on the notice, ahead of Bastia (55,9 % in 2025, around 61 % after its own rise of April 2026) and Porto-Vecchio (43,6 %). The year 2026 will be remembered as the one in which the two large Corsican towns raised their property tax in the same week, for similar reasons and on different scales.

The most telling comparison is internal to the island. Bastia voted on 30 April 2026 a rise of 13,67 % in its municipal rate, taken from 36,58 % to 41,58 %, in a town where six inhabitants out of ten are tenants. Ajaccio goes further in percentage terms, but starts from lower down and spreads the effort across a stock where 45,6 % of households own their main residence. An extra cost of 139 € a year does not shift a sale price : it weighs first of all on an investor's yield calculation and on a non-resident buyer's budget.
Three observations to place the real effect of the April 2026 decision.
1. The Ajaccio market is driven by scarcity, not by taxation. With only 2,9 % of homes vacant, against 7,2 % in Albi and 9,3 % in Lyon, Ajaccio shows one of the lowest vacancy rates in France. Tightness of that kind absorbs a property tax rise without a visible price movement.
2. The effect is concentrated on second homes. A non-resident owner faces the property tax rise, a waste collection tax at 20,57 % and a residence tax increased by 60 %, all at once. It is on that segment, and not on main residences, that the trade-off between holding and selling can tip.
3. The address remains the first factor of value. From Les Cannes to Les Sanguinaires, the price per m² varies by more than two to one. No tax decision produces a gap of that order : the view, the aspect and the district weigh infinitely more than the rate.
