Perseigne was born of a factory. The estate was built between 1963 and 1969, in a priority development zone, to house the workers of Moulinex, then the largest employer in the town. It is the largest district in Alençon by population, and its history is that of a scheme contested by its own residents from 1973, to the point that the council called on the architect Lucien Kroll in 1977 to deal with its isolation. The results were limited: the demolition of a block on the rue Michelet, terraces on the rue Flaubert.
Of the four towers planned on the place de la Paix, three were built. The Verlaine tower was demolished on 2 September 1988, the last two between 2006 and 2007. The district also benefited from the national urban regeneration programme launched in Alençon, whose agreement was signed on 28 January 2008 and whose final report was drawn up in 2017: six hundred and ninety-five homes demolished and three hundred and ninety-two rebuilt across the two districts concerned, more than one thousand two hundred and eighty homes refurbished, and three public facilities created, including a sports hall and a socio-cultural centre in Perseigne.
The district today includes the church of Sainte-Thérèse, built at the end of the 1960s, a media library and a five-hectare urban park known as the little wood.
