Les Frances grew out of the ZAC des Frances, a planned development zone created on 10 September 1971, which provided for 3 600 homes according to the town and turned Montigny from a village into a town. The district is recognisable by its streets named after painters: rue Auguste-Renoir, rue Gustave-Courbet, allée Edgar-Degas, allée Eva-Gonzalès. It also extends around the rue Victor-Hugo, the rue du Plessis-Bouchard, the avenue Aristide-Maillol and, to the south, the rue de Conflans.
Part of the area forms the priority urban neighbourhood "Les Frances", which has 4 036 inhabitants, or 18,2 % of the municipal population. It has a town hall annex, a secondary school, four primary schools, a mother and child health centre (PMI), a shopping hub and the Picasso cultural centre, a 280-seat cinema and performance venue on the rue Guy-de-Maupassant. The district includes several co-ownership residences, among them Les Hauts de Bruyères, Les Sources and the Hameau du Parisis.
Les Frances stands at 2 178 €/m², the most affordable price in Montigny-lès-Cormeilles, 18 % below the municipal average, with thirty-three apartment sales a year, the largest market in the municipality. The district falls by 4 % over five years and gains 8,0 % over twelve months.
Les Frances is the entry point to the Montigny-lès-Cormeilles market, at 2 178 €/m², 18 % below the municipal average. This level matches the nature of the housing stock: buildings and co-ownership residences of the ZAC des Frances, a planned development zone built from the 1970s onwards, in an area partly classified as a priority urban neighbourhood. It is also the largest market in the town, with thirty-three apartment sales a year, which makes its average price more robust than that of the other districts. The buyer profile is that of first-time buyers and families looking for more space for their budget, with schools and facilities on the doorstep. Three points to examine. The condition of the co-ownership, its service charges and any works already voted weigh heavily on the value of an apartment of this generation. Energy performance determines whether a property can be let and its resale price. Finally, the rise of 8,0 % over twelve months contrasts with the fall of 4 % over five years: it is the long-term trend that should be kept in mind.
The average price in Les Frances is 2 178 €/m² for an apartment (actual DVF transactions, notarised sales), within a range of 1 909 to 2 353 €/m² depending on the building, the floor and the condition.

With caution. It covers the last twelve months, whereas the price falls by 4 % over five years, from 2 259 €/m² in 2021 to 2 178 in 2026. Even with thirty-three sales a year, a short-term movement is not enough to establish a trend.
