Étampes is one of the few French municipalities to have cut its property tax rate in recent years. In 2025, the council brought it down from 46,16 % to 45,79 %, and the 2026 budget carries it over as it stands. On paper, that is good news, and it is real. In practice, that cut is worth around nine euros a year to the owner of a 3-room flat in the town centre. Meanwhile, the same town has voted a far more powerful measure that almost nobody talks about: a 50 % property tax exemption for three years for homes renovated for energy performance. The 2026 initial budget puts a precise figure on what those rates bring in: a notified tax base of 40 825 000 € for property tax on built property, up by 1,32 %, and a voted yield of 18 693 768 €. It is by far the first tax resource of the municipality.

The 2025 cut deserves to be recognised for what it is: a rare move. Across all French municipalities, only 217 reduced their property tax rate in 2026, against 4 731 that raised it and 29 893 that left it unchanged.

It also deserves to be measured. On a municipal share of 1 080 €, a typical Étampes 3-room flat, the cut of 0,37 point is worth around 9 € a year. Over the same period, the national revaluation of the bases of +0,80 % in 2026 takes back around 9 €. One cancels out the other.

The most substantial cut, in percentage terms, concerns the tax on undeveloped land, divided by 1,4 in 2025. A point of method, often misunderstood: the exemption is not automatic. It requires a declaration to the land tax office, together with the proof of spending, filed before 1 January of the first year of application. An owner who completes the works in 2026 and declares within the deadline benefits from the exemption on the 2027, 2028 and 2029 notices.

Our reading

The timing works in favour of this scheme. The schedule of the progressive ban on letting the least energy efficient homes is already pushing landlords in Étampes towards renovation, in a town with a large stock of older housing. The municipal exemption does not fund the works, but it lowers their net cost by three years of half tax. Added to MaPrimeRénov' and to the energy saving certificates (certificats d'économies d'énergie), it changes the arithmetic of a project at 15 000 €. The political context adds uncertainty. Gilles Bayart was elected mayor of Étampes in March 2026, at the end of a second round of rare closeness: his list gathered 50,24 % of the votes cast against 49,77 % for that of Mathieu Hillaire, that is less than half a point apart. He takes over from Franck Marlin, mayor until 29 March 2026.

As in every municipality renewed in March, the 2026 initial budget had to be adopted before 30 April, on a logic of operational continuity. The town writes it itself: this budget falls "within a functional and administrative logic", pending the full definition of the budget guidelines. On an identical tax base, an owner in Étampes pays around 10 % more than an owner in Corbeil-Essonnes and 56 % more than an owner in Massy.
