It takes its name from the Couloumé park, a 12-hectare green space laid out from 1988 to 1990 along the rue du Professeur-Ramon, and is organised around the avenue de l'Yser, the rue Albert-Schweitzer and the rue Gaston-Defferre. Further north-east, the area takes in the Seilhan and Larrougeat housing estates, recent developments on the rue Olympe-de-Gouges and the Clarac retail park.
The park is sometimes described as lying in the lower town. Immover nevertheless publishes this area separately: Basse-Ville refers to the district of the station and the quays, at the foot of the upper town, while Le Couloumé extends further north, with more recent housing.
