La Bastide is the historic heart of Libourne, and it is the most active district in the municipality: 203 apartment sales in five years, forty a year, more than the next three areas combined. The regular grid of the bastide founded between 1268 and 1270 by Roger de Leybourne still holds between the quai de l'Isle, the allées Robert-Boulin and the cours des Girondins.
Two monuments mark its ends. The place Abel-Surchamp, at the centre, is lined with arcaded walkways whose oldest buildings go back to the sixteenth century. The town hall occupies a building commissioned at the start of the fifteenth century by the mayor and the jurats of the town, completed in 1427, the very year in which an earthquake started a fire and damaged the roof. It has been listed as a historic monument since 1908, was given two towers in the first half of the eighteenth century, then a neo-Gothic restoration at the start of the twentieth. To the west, the tour du Grand Port, or Grand Portail de la Mer, built between 1324 and 1330, is the last remnant of the medieval fortifications.
The fabric of the district is that of a dense old centre: tenement blocks, echoppes, the low single-storey Bordeaux terraced houses, and small to medium-sized apartments. Transactions concentrate on the rue Clément-Thomas, the rue du Président-Carnot, the rue Jean-Jacques-Rousseau, the rue du Président-Doumer and the rue Orbe.
The district sits at 2 350 €/m², 3 % above the municipal average. It loses 10 % over five years and 5,6 % over the last twelve months, the sharpest fall in the town along with Montaudon. This movement is that of an old centre in a municipality where energy performance requirements weigh heavily on pre-war building stock.
La Bastide is the district of heritage and small formats, and that is what people buy there: old-centre apartments, in an intact medieval grid, a few steps from the arcades of the place Abel-Surchamp. It is also the most liquid market in Libourne, with forty sales a year, which means that a property is sold and bought here without waiting. The point we do not hide is the fall: down 10 % over five years and down 5,6 % over twelve months, the sharpest in the municipality. The cause is structural, and it holds for every old centre in a medium-sized town. Pre-war building stock needs work, energy performance surveys come out unfavourable, and the price gap widens between a renovated property and one that is not. The range for the district, from 1 933 to 2 592 €/m², shows it directly: it is one of the widest in Libourne, and the condition of the property explains almost all of it. For a buyer who knows how to cost building work, that is an opportunity. For a seller, it is a signal: renovation is rewarded here more than elsewhere.
The average price in La Bastide is 2 350 €/m² for an apartment (actual DVF transactions, notarised sales), within a range of 1 933 to 2 592 €/m² depending on the building, the floor and the condition.
La Bastide loses 10 % over five years and 5,6 % over twelve months, while the town as a whole is stable. The cause is the building stock: the old centre is mainly pre-war, energy renovation work there is costly, and unfavourable surveys now weigh on value. The same movement can be read at Montaudon, the other area of old stock, while districts with newer stock such as Condat are rising.
The plan, first of all, which is the most visible part: the regular grid founded between 1268 and 1270 still holds between the quai de l'Isle, the allées Robert-Boulin and the cours des Girondins. The tour du Grand Port, or Grand Portail de la Mer, built between 1324 and 1330, is the last remnant of the fortifications. The place Abel-Surchamp and its arcades keep buildings from the sixteenth century, and the town hall, completed in 1427, has been listed as a historic monument since 1908.
The market here is the most liquid in the municipality, with forty apartment sales a year, and the price has fallen by 10 % in five years. For a buyer able to cost building work, that is a window: the range from 1 933 to 2 592 €/m² reflects a considerable gap between a renovated property and one that is not. For a seller, the conclusion runs the same way in reverse: renovation, energy renovation in particular, is rewarded here more than in the rest of the town.
