Centre-ville is the heart of Neuilly-Plaisance. It brings together the town hall, on the rue du Général-de-Gaulle, the church of Saint-Henri, on the place de l'Église, and the shopping streets of the rue du Général-de-Gaulle, the avenue Paul-Doumer and the avenue Georges-Clemenceau. In Immover's division, it also takes in the Chalet sector, to the west: the rond-point du Chalet, the rue Pasteur, the avenue du Chalet, the rue Paul-Vaillant-Couturier and the place de la République, where the Centre market is held. The area runs down to the Marne via the chemin de la Prairie.
The district grew out of the Plaisance housing development, launched by Charles Henri Désiré Poulet-Langlet in 1861; the church of Saint-Henri was built from 1869 to 1873 and the town hall inaugurated in 1892. The rond-point du Chalet appears on the development plans as « square du Val de Plaisance »; around 1870, a large square house known as « le chalet » was built there, then demolished in the early 1970s and replaced by the landscaped roundabout and its cedar. At 38 avenue Paul-Doumer, in the summer of 1949, Abbé Pierre set up what became the first Emmaüs community.
