The history of Neuilly-Plaisance

In the mid-nineteenth century, the territory of Neuilly-Plaisance is only part of Neuilly-sur-Marne: marshes near the river, vineyards on the hillsides rising towards the plateau d'Avron, woods and a few houses. In 1861, Charles Henri Désiré Poulet-Langlet, son of a Parisian notary, acquires around 80 hectares. The wooded lower part is divided into six hundred plots, almost all sold by 1864. On 13 May 1868, the municipal council of Neuilly-sur-Marne gives these hamlets the name Neuilly-Plaisance, and from 1869 to 1873 Poulet-Langlet has the church of Saint-Henri built, named after his second given name.

The plateau d'Avron, to the north, has a different history. At the end of December 1870, during the Franco-Prussian War, the French army defends its positions there; a monument to the defenders of 1870-1871 is unveiled in 1886. In the nineteenth century, the plateau's gypsum is worked by quarries and plaster works, an activity that ends in the second half of the twentieth century.

From 1887, the tramway from Vincennes to Ville-Évrard crosses the town, first powered by compressed air and then by electricity; its depot is at La Maltournée, on the bank of the Marne, and the trams run until 1937. The first requests for separation date from that same year. The law of 13 April 1892 creates the municipality by detaching around a third of the territory of Neuilly-sur-Marne, and the town hall is inaugurated on 24 July 1892.

In the twentieth century, the church of Notre-Dame d'Avron is built on the plateau in 1932; it was listed as a historic monument in 2004. In the summer of 1949, Abbé Pierre sets up at 38 avenue Paul-Doumer what becomes the first Emmaüs community. The Renouillères social housing estate, 807 homes, is built in the 1960s; it has been a priority urban neighbourhood since 2024. The RER A station opens in 1977 and the parc des Coteaux d'Avron, laid out on the former quarries, in 1999. Today, 60,3 % of homes are apartments and 38,1 % are houses.
