The centre of Vernon is a rebuilt centre, and one figure explains why: between April and August 1944, the town suffered thirty-four air attacks, two hundred and thirty-nine houses were hit and 10 % of the population had to be rehoused. The old fabric was destroyed for the most part.
Two monuments and one witness remain. The collégiale Notre-Dame, begun at the end of the eleventh century and listed since 1862, lost all its stained glass in the bombing but keeps its two spires of seventy metres. The tour des Archives, of 1123, replaced by a round tower under Philip Augustus, has been listed since 1840. The witness is the îlot Pasteur, built in 1948 by Henri Pottier and Jean Tessier and carrying the Patrimoine du XXe siècle label: shops on the ground floor, flats above, and claustra screens that recall the work of Auguste Perret in Le Havre. The fortifications were pulled down between 1850 and 1870, and their line is marked today by the inner boulevards.
Six streets were checked by point-in-polygon: the place du Général-de-Gaulle, the rue Sadi-Carnot, the avenue Montgomery, the rue de la Madeleine, the rue Sainte-Geneviève and the rue de Bizy. Sales are concentrated on the avenue du Maréchal-Montgomery, the rue d'Albuféra and the rue de la Madeleine. The name of the avenue recalls the British field marshal whose troops liberated the town on 25 August 1944; Montgomery is not, however, a district name in everyday use, and the local agency keeps the two apart. Two pitfalls of orientation are worth flagging: the rue Carnot and the rue Sadi-Carnot are two separate streets, and the rue de Bizy is here, not in the area that bears that name.
The district sits at 2 473 €/m², 8 % below the town-wide average. It records forty-six apartment sales a year, the highest volume in Vernon. It is the most collective area of the town. It gains 3 % over five years and 1,1 % over twelve months: it is the steadiest in the commune.
The centre is the most liquid market in Vernon, with forty-six apartment sales a year, and the steadiest, at 3 % over five years and 1,1 % over twelve months. It is the natural entry point to the commune: at 2 473 €/m², it sits 8 % below the average and 17 % below Saint-Lazare. The stock is that of a centre rebuilt after 1944, with post-war blocks, the îlot Pasteur of 1948 first among them, and more recent flats. It is also the most collective and the densest area of the town. The buyer profile is that of households who want everything within walking distance, the shops, the collégiale, the place de l'Ancienne Halle and the station, and of investors for whom a studio sells at 2 911 €/m² against 2 126 for a T4 or larger. The range is the widest in the commune, from 1 881 to 2 901 €/m²: here the condition of the property and its energy rating account for most of the gap, more than the address does.
The average price in Centre-ville is 2 473 €/m² for an apartment (actual DVF transactions, notarised sales), within a range of 1 881 to 2 901 €/m² depending on the building, the floor and the condition.
At 2 473 €/m², it sits 8 % below the town-wide average and 17 % below Saint-Lazare. The reason lies in the stock: this is a centre rebuilt after the bombing of 1944, with post-war blocks whose energy rating is often below that of the new build in the Fieschi eco-district. It is, on the other hand, the most liquid and the steadiest market in the town.
It is the scheme built in 1948 by the architects Henri Pottier and Jean Tessier as part of the rebuilding of the centre, with shops on the ground floor and flats above. It carries the Patrimoine du XXe siècle label, and its claustra screens recall the work of Auguste Perret in Le Havre. It is the most remarkable witness of the rebuilding of Vernon.
It is the most liquid area in the commune, with forty-six apartment sales a year, which makes resale easy to read, and the steadiest over both horizons. Small flats hold their value well, at 2 911 €/m² for a studio against 2 126 for a T4 or larger, and rental demand is carried by the station. The point to examine is the condition and the energy rating of the property: the range of 1 881 to 2 901 €/m² is decided there.
