Saint-Lazare occupies the north of Vernon, between the centre and the Seine, and it is the most expensive district in the commune. Its face has changed faster than that of any other area in the town, and for one precise reason: it carries the Fieschi eco-district.
The site is that of the former Colonel Fieschi barracks, closed in 1998, whose history is a shorthand for that of the town: successively a convent, a cotton mill, then a military workshop. Its conversion earned the ÉcoQuartier label at stage 3, the first phase was delivered in December 2017, and the programme covers around six hundred homes in the end, plus shops, offices and a clinic. The rest of the district is the faubourg fabric running up from the centre towards the Seine, around the rue Saint-Lazare, the rue de la Nation, the avenue de Rouen and the rue du Vieux-Château.
