Les Ailes is a post-war housing estate built in 1960 in the north of Vichy, five hundred and ninety-four dwellings spread over nine blocks. The name comes from the nearby Vichy-Charmeil aerodrome, and it gave the district all of its street naming: the allée des Ailes, the rue des Albatros, the rue Henri-et-Andrée-Péquet, the rue Antonin-Mallat. One clarification is needed, though: the aerodrome and the village of Charmeil lie in another municipality, as does the rue des Ailes, which is in Creuzier-le-Vieux. Only the allée des Ailes is in Vichy.
The district is classified as a priority neighbourhood under national urban policy, with the code QP003002: one thousand seven hundred and six inhabitants over thirty-four hectares, with 95 % social housing among main residences and a poverty rate of 49 %. That last figure governs how everything below should be read.
An upgrading programme of around fifteen million euros was carried out in the area, with a measurable result on energy performance: consumption was brought below ninety-six kilowatt hours per square metre a year, against one hundred and fifty-four before the works. The district also borders the perimeter of the future ZAC Vichy Lac development zone, whose operational footprint reaches as far as the rond-point Schuman, at the end of the allée des Ailes.
The district sits at 1 309 €/m², 33 % below the town average, which makes it the most affordable price in Vichy. It records eighteen apartment sales a year. Over five years it is the only area in the town not to rise, at 1 %, and it falls by 11,1 % over twelve months, while the town as a whole gains 6,6 %.
Les Ailes calls for a particular reading, and we would rather set it out plainly. The district shows 1 309 €/m², the lowest price in Vichy, but that figure rests on eighteen sales a year in a stock made up of 95 % social housing: it describes what is left of the private market in the area, not an ordinary market. Two consequences follow. The first is that this price cannot be transposed: a buyer will not find here the supply that such a level might suggest, because the stock is almost never for sale. The second is that the movements measured, a fall of 11,1 % over twelve months and a flat 1 % over five years while the town gains 21 %, rest on too few transactions to be read as an underlying trend. What is solid, on the other hand, is the refurbishment programme of around fifteen million euros, which brought energy consumption down from one hundred and fifty-four to under ninety-six kilowatt hours per square metre a year, and the proximity of the ZAC Vichy Lac, whose footprint stops at the end of the allée des Ailes.
The average price in Les Ailes is 1 309 €/m² for an apartment (actual DVF transactions, notarised sales), within a range of 959 to 1 464 €/m² depending on the building, the floor and the condition.
At 1 309 €/m², the district is 33 % below the town average and 46 % below Vieux Vichy. The reason lies in the nature of the stock: it is a post-war housing estate dating from 1960, classified as a priority neighbourhood, where 95 % of main residences are social housing. The eighteen annual sales therefore cover what is left of the private market, which is not comparable with the other districts.
Yes. An upgrading programme of around fifteen million euros was carried out on the five hundred and ninety-four dwellings in the area. The most measurable result concerns energy: consumption was brought below ninety-six kilowatt hours per square metre a year, against one hundred and fifty-four before the works.
No, and it is a common trap. The Vichy-Charmeil aerodrome and the village of Charmeil lie in another municipality, as does the rue des Ailes, which is in Creuzier-le-Vieux. Only the allée des Ailes is in Vichy. The district does, however, owe its name and its aviation street naming to that proximity.
