The new municipal team voted a 2026 budget without touching the rates. But the municipal rate of 43,75 % still includes the rise of 4,54 points decided in 2023, one of the steepest in the Île-de-France. What it still costs you every year, amounts by profile, a simulator, and what will be at stake in the 2027 budget.

In 2026, the property tax rate did not move in Corbeil-Essonnes. The new municipal team, elected on 22 March, puts it in black and white in its May magazine: the rates voted in the initial budget are "strictly the same as last year's". That is accurate, and it is precisely what raises a problem. Because this unchanged rate, 43,75 %, is not an ordinary rate: it still carries the rise of 4,54 points voted in 2023, one of the steepest in the Île-de-France that year. Here is what that decision of three years ago still costs you today, every year, and what could change in the 2027 budget.
The municipal rate of property tax on built property in Corbeil-Essonnes is 43,75 % in 2026, identical to 2025. Your property tax notice does not show a single rate but a stack of lines voted by different authorities. The municipality only decides its own.

Remember the figure of 45,99 %. It is the one that really applies to the tax base of your home, before the household waste line. It places Corbeil-Essonnes very high in the Île-de-France ranking, a point we detail further down.
The 2021 jump was not a tax rise. If you compare an old notice with a recent one, the municipal rate seems to have doubled between 2020 and 2021, going from 22,84 % to 39,21 %. It did not: in 2021, the departmental share of the property tax, which stood at 16,37 % in the Essonne, was transferred to municipalities throughout France, as compensation for the abolition of the housing tax on main residences. The department line disappeared from your notice the day the municipal rate absorbed its value. 22,84 % plus 16,37 % does make 39,21 %.
Because the council raised the municipal rate from 39,21 % to 43,75 % for the 2023 tax year, that is +4,54 points, a rise of 11,6 % in a single year. This is the real turning point of taxation in Corbeil-Essonnes, and there is nothing cyclical about it. The table below, published by the municipality itself in its budget orientation report, traces the full trajectory.

That 2023 rise was voted in a national context where many towns were trying to absorb the inflation of energy costs and of the wage bill. In Corbeil-Essonnes, the municipal wage bill went from 43,09 million euros in 2020 to 51,2 million entered in the 2026 budget, that is close to 19 % growth over six years.
The distinctive feature is that the rise was never handed back. It became part of the base level. Since 2023, every property tax notice in Corbeil-Essonnes includes those 4,54 extra points, and will keep doing so as long as no council resolution removes them.
A second, less visible effect: the tax base grew in parallel. The municipality's tax bases for property tax on built property went from 73,7 million euros in 2021 to 88,1 million in 2025, and are estimated at 88,8 million for 2026. Around 10,4 % of your municipal share, every year, indefinitely. That percentage is an exact ratio between the two rates: on an identical base, 43,75 % costs 11,6 % more than 39,21 %, which represents 10,4 % of your current bill. In orders of magnitude: around 52 € a year for a studio in L'Ermitage, 109 € for a 3-room flat in the town centre, 208 € for a house in Moulin-Galant.
The percentage, for its part, is certain. The amounts in euros below are orders of magnitude reconstructed from real profiles of the municipality. They do not replace your tax notice, which alone is authoritative: two homes of identical floor area in the same street can have noticeably different cadastral rental values depending on their condition and their comfort features.

These four profiles are anchored on areas with clearly different prices. The average price of a flat reaches 3 227 €/m² in Coquibus, against 2 511 €/m² in the town centre and 2 127 €/m² in L'Ermitage, for a municipal average of 2 541 €/m² (DVF data, the French notarised sales database, processed by Immover, 2024-2025 transactions). The cadastral rental value, for its part, does not follow those market gaps.
Cadastral rental values rest on classifications drawn up in the 1970s and never revised for residential premises. A home in Coquibus and a home in L'Ermitage can show similar bases while their market prices differ by more than 50 %. A reform of the rental values of residential premises is scheduled for around 2028, with no final timetable to date.

In practice, nothing before 2027. The 2026 initial budget had to be voted before 30 April, only a few weeks after the election of 22 March. It was therefore "for the most part prepared by the previous municipal team", as the town states, and the new majority adopted it by carrying the local tax rates over unchanged. Samira Ketfi was elected mayor of Corbeil-Essonnes at the end of the second round of the municipal elections of 22 March 2026, her list having gathered around 60 % of the votes cast against the outgoing mayor Bruno Piriou. In the first round, she had already come out ahead with 39,7 % of the votes against 30,8 %.
The budget sequence that followed is a textbook case. In a year of municipal renewal, the code général des collectivités territoriales, the French local authorities code, requires the initial budget to be voted before 30 April and sent to the prefect by 15 May at the latest. A team installed at the end of March therefore has four weeks to adopt a budget it did not build.
The town settled the matter in the most neutral way possible. Its municipal communication sums up the intention in one sentence: "the absolute refusal of any increase in our local taxes and, in that spirit, the local tax rates voted are strictly the same as last year's".
The wording is about rates, not amounts. It is legally accurate: the municipality has not raised its rate. It does not mean that your 2026 notice will be identical to the 2025 one. It will be around 0,80 % higher, solely because of the national revaluation of the bases voted in the finance act. And it still includes the 4,54 points added in 2023.
The real tax milestone is therefore the 2027 initial budget, the first one entirely built by the new majority, and the amending budget decisions that will have preceded it. A rate cut is not announced at this stage; nor is it ruled out. We will update this article when the 2027 budget guidelines are made public.
Because the rate compensates for the weakness of the tax base. Corbeil-Essonnes has 54 471 inhabitants and a poverty rate of 29,1 % (INSEE, the French statistics institute, 2023 data), one of the highest in the Essonne. Its tax bases per inhabitant are low; to fund a given level of service, a high rate is needed. That is the underlying mechanism behind the 43,75 %, regardless of any political colour.
The yield of property tax on built property expected for 2026 is close to 39,6 million euros, with supplementary tax rolls and the correction coefficient, against 39,4 million in 2025, at an unchanged rate. It is the first tax resource of the municipality, in a total budget of 130,2 million euros for 2026 (62,3 % operating, 37,7 % investment).
Three figures shape the situation of Corbeil-Essonnes and explain why the tax lever is used so heavily.

This last point deserves to be underlined. In coastal or tourist municipalities, the taxation of second homes brings a complement that eases the pressure on permanent residents. In Corbeil-Essonnes, that complement does not exist: 187 homes out of 24 905. The entire effort rests on the 8 300 households that own their main residence and on landlords.
The local debate focuses on the rate, because it is the only variable a council controls. In our view, it misses the main point: a rate of 43,75 % applied to a weak base does not produce more revenue per inhabitant than a rate of 27 % in a wealthy municipality of the Hauts-de-Seine. The owner in Corbeil-Essonnes pays a rate at the top of the table for an ordinary municipal service. This is not a management anomaly, it is a direct consequence of the structure of the cadastral bases, which only a national reform would correct.

The contrast with Levallois-Perret is telling: on an identical tax base, an owner in Corbeil-Essonnes pays 1,9 times what an owner in Levallois-Perret would pay. The bases, of course, are not identical, and that is the whole problem of the current system.
Note finally that 2026 was a year of near-general freeze: across all French municipalities, 85,8 % carried their rate over unchanged, 13,6 % raised it and only 217 cut it. Corbeil-Essonnes is in line with the norm, like the vast majority of towns in a year of municipal renewal.

Marginal on price, real on rental yield. The Corbeil-Essonnes market stands at 2 541 €/m² on average for a flat, up 4,4 % over twelve months but down 6 % over five years, with around 422 transactions a year (DVF data, the French notarised sales database, processed by Immover). A high rate does not lower a sale price; it weighs on the calculation of the investor, who reasons in terms of net yield.
Three observations to place the real effect of taxation on your property.
1. On a main residence, the effect is almost nil. A buyer comparing two homes in Corbeil-Essonnes does not compare two rates: the rate is the same across the whole municipality. Taxation only comes into play against a neighbouring municipality, and a gap of a few hundred euros a year weighs little against an entry ticket of 160 000 € to 280 000 €.
2. On a buy-to-let investment, the effect is significant. This is the point specific to Corbeil-Essonnes, a town of landlords: 60,7 % of main residences are occupied by tenants. Property tax is a charge that the owner cannot pass on to the tenant, apart from the household waste collection share. On a 3-room flat let at 850 € a month, a municipal share of 1 050 € represents around 10 % of the annual rent collected. That is where the 4,54 points of 2023 show.
3. The gaps between neighbourhoods far exceed the tax effect. Between Coquibus (3 227 €/m²) and L'Ermitage (2 127 €/m²), the gap reaches 1 100 €/m², that is around 71 500 € of difference in value on a 3-room flat of 65 m².
