The Europe district occupies the south-west of the municipality, on the right bank, on the boundary with Saint-Maur-des-Fossés and Saint-Maurice. It is organised around the rue Henri-Barbusse, the avenue de Joinville, the avenue de Sévigné, the boulevard de l'Europe, the square de Presles, the allée Jacques-Tati, the impasse du Chalet, the boulevard des Bagaudes and the avenue Pierre-Mendès-France, formerly the quai des Usines.
The district owes its character to the canal de Saint-Maur, completed in 1821 and brought into service in 1825: its entrance, its lock and its basins are here, north of the île des Saints-Pères, and its tunnel of 597 metres runs under the upper part of the municipality. The Paris water works, along the avenue Pierre-Mendès-France, completes this technical ensemble that the other districts do not have; the town says it was built under Napoleon, without saying which one. The area has three social housing estates, the cités Henri-Barbusse, du Viaduc and Leclerc. The statistical label of the area, Leclerc, is misleading: the boulevard du Maréchal-Leclerc is not here, but in Centre-ville and in Vautier.
The Europe district stands at 4 605 €/m², the most affordable price in Joinville-le-Pont, 18 % below the town-wide average, with nine apartment sales a year, the smallest market in the municipality. It is down 12 % over five years and remains stable over twelve months, at 0,4 %.
The Europe district is the lowest entry point into the Joinville-le-Pont market, at 4 605 €/m², 18 % below the town-wide average and 25 % below Centre-ville. The area mixes blocks of flats, houses and three social housing estates, along the canal de Saint-Maur, its lock and its basins. The buyer profile is that of first-time buyers on a limited budget, families and investors looking for yield, who benefit from the proximity of Saint-Maurice and of Centre-ville. Three points to examine. The market is very narrow: nine apartment sales a year, the smallest in the municipality, which makes annual variations of little significance, and the fall of 12 % over five years, from 5 260 €/m² in 2021 to 4 605 in 2026, should be read with the same caution. The range, from 4 052 to 4 871 €/m², is the lowest and one of the tightest in the municipality: properties here resemble one another more than elsewhere. Lastly, the neighbouring canal and water works give the area a technical character, and both noise exposure and outlook differ a great deal from one address to another.
