It is bounded to the north and west by the Marne, to the south by the avenue du Général-Gallieni which separates it from Palissy, and to the east by the parc du Tremblay. The district is organised around the boulevard de Polangis, the quai de Polangis, the avenue Jamin, the avenue Pauline, the avenue Pierre-Allaire, the avenue Guy-Môquet, the avenue Marceau and the avenue Joseph-Jougla; the île Fanac, in the bed of the river, belongs to it.
The name comes from the lands known as Portus Longini, which the monks of the abbey of Saint-Maur leased out in the Middle Ages, later Poulangis and then Polangis; the residents of the district are called the Polangeois. A manor house is recorded there in 1207, which became the château de Polangis, passing in 1801 to General Nicolas Oudinot, then to Charles-Pierre Chapsal and to his adopted son Auguste Courtin, both mayors of the municipality, hence the avenues Oudinot and Courtin. General Ducrot set up his headquarters there during the battle of Champigny, from 30 November to 2 December 1870. The developers dug the canal de Polangis in 1886, over 1 500 metres, to sell their plots more easily, at the time when the first guinguettes were opening, the riverside dance and dining venues; Chez Gégène, opened in 1918 on the quai de Polangis, is one of the last still in business on the Marne. Part of the historic district, around 900 inhabitants, comes under Champigny-sur-Marne and not Joinville-le-Pont: an association has been asking for it to be attached since 2012, and the matter is not closed.
